That's the Zara fashion business model. It works well for them, and I agree with you that such a model might work in EVE. However it still begs the question of whether it is acceptable for the NeX store to sell power items at all, regardless of the limit to supply.
What's a reasonable number of "Noble EMP S" to sell, assuming that Noble ammunition provides 2% more DPS than anything else available? A thousand rounds? A million rounds? Zero rounds?
You're assuming that by providing "better ammo" that it is ammo that is necessarily just more DPS. While many will argue against this because of their own preferences or opinions throughout Eve, they've actually done a really good job at balance.
That is, you can provide something "better" that doesn't necessarily just make you just more DPS. For example, you can have a module that gives you more shield boost, but it costs more CPU and/or more capacitor. The benefit comes with a drawback that makes it "better" but something you have to balance.
So, they could provide ammo that doesn't give a DPS benefit, just is useful in more situations. Perhaps ammo that does omni damage, or something else. Or a gun that fires more rapidly, but provides recoil that damages nearby modules. Or something that a smarter mind than mine can come up with.

Yes it's their game but why will people want to invest their time and effort into something that means so little. And yes I know it's just a game but no-one likes fixed games.
